TotalEnergies signed a new agreement with the Province of Neuquén to expand its local development plans

The agreement aims to expand initiatives in key areas for the province: from road infrastructure and education to energy access. The company is participating with other operators in financing the paving of the Añelo bypass, a project designed to improve connectivity along key routes heavily used by the industry.

TotalEnergies, the Government of the Province of Neuquén and the Aguada San Roque Development Commission signed a new Framework Collaboration Agreement to relaunch the “Aguada San Roque Activa 2025” program. The agreement, which guarantees the program’s continuity for a second consecutive year, aims to expand initiatives in areas the province considers critical, with a broader focus that ranges from road infrastructure and local development to education and energy access.

The signing ceremony was led by Neuquén Gov. Rolando Figueroa, Total Austral General Manager and TotalEnergies Country Chair in Argentina Sergio Mengoni, and Aguada San Roque’s local commission president, Andrea Jaquelina Campo. Also present were Chief of Cabinet Juan Luis “Pepé” Ousset, Vaca Muerta regional delegate Milton Morales, and TotalEnergies Argentina’s Social Management and Strategy Manager, Claudia Borbolla.

Mengoni said: “TotalEnergies has been present in Neuquén for more than 30 years and has always sought to be an active partner of the province, promoting economic, social and cultural development while generating a positive impact for all communities and stakeholders with whom we work.”

More infrastructure and road safety

This year, TotalEnergies launched a new program with the Local Innovation Network and the municipalities of Añelo, San Patricio del Chañar, Centenario and Vista Alegre. The goal is to help diagnose road-safety challenges along the Vaca Muerta corridor and support the design of local, comprehensive responses. As part of this effort, the company is working with other operators to fund the paving of a 51-kilometer stretch of the Añelo bypass, which connects Provincial Routes 8 and 17. The project aims to improve connectivity along a key route heavily used by the energy industry.

Through its Social Management Strategy, TotalEnergies supports the Province of Neuquén in addressing priority social issues such as human rights, road safety, education and youth inclusion, local development and energy access. Since 2021, and together with the nonprofit Minu and the Neuquén Education Ministry, the company has continuously implemented the VIA Program, which promotes road-safety awareness and sustainable mobility among high-school students, particularly in the city of Neuquén, Añelo and the Los Lagos region.

Youth education and energy access

With a continued focus on education and youth, and in partnership with the provincial Education Ministry, TotalEnergies will extend the Energía Joven program, which offers educational talks in high schools on different energy sources and Argentina’s energy matrix. The company also reaffirmed the continuation of the Energy Access Program, launched in 2024 in response to concrete needs in rural areas without electricity and near company operations.

The initiative has already provided clean energy to families near Aguada Pichana Este and San Roque, in Añelo. It is carried out in collaboration with TotalEnergies Renewables Argentina and the specialized firm ALP Group, and aims to deliver renewable power through the installation of solar panels and complete electrical systems tailored to each household’s needs.

TotalEnergies also participates in the Gregorio Álvarez Scholarship Program, an initiative led by the provincial government to support the retention, graduation and reintegration of young Neuquén residents between 4 and 35 years old in compulsory education as well as technical, professional and job-training paths.

New edition of the Aguada San Roque Activa Agreement

The first edition of the program brought the Aguada San Roque community together in 2024 for workshops on preventing domestic violence and identifying solutions to strengthen social cohesion and participation. The second edition is again underway in Aguada San Roque and consists of 17 community workshops covering key topics such as violence prevention, digital inclusion, environmental sustainability, financial education and local development. The program also promotes cross-cutting values such as respect, empathy and gender equity.

The program is once again implemented by the MOIRU Civil Association, which is dedicated to community development and the promotion of human rights. The provincial government provides institutional support, while the Aguada San Roque local authority supplies the logistical and territorial backing needed to carry out the activities.
